Can someone tell me if the last F in the second line from the end is a F# or not?

It is a F# because when you use a sharp (or a flat) in a note it stays sharp (or flat) through the whole bar.

I was not sure because that is the only one that doesn't have the sharp indication, the ones before have it, and the others to the front too. lol

That's because when a new bar starts all accidentals that have been introduced disappear and if you want a F# again, you need to put the sharp again.
