About sonatine of Ravel,1st vs 3rd movement

Why I have seen so much people noted that the 3rd movement of the sonatina is difficult ?
For me,it was the easiest in all of the three.
Especially ,the 1st,nobody finds it so delicate that it is extremely hard to"sing"the theme and murmur de decoration and accuracy of the third part's duration...at the same time?

I find the 3rd movement to be the hardest overall. How in the world do you find the 2nd to be more difficult than the third? I know difficulty is subjective, but c'mon...

FWIW the Piano Syllabus site https://pianosyllabus.net16.net/default.php list the second mvt at grade 8, and mvts 1 and 3 at grade 9.  Not a lot in it, but somewhat easier.

I don't know a lot about these ranking systems, but the gap between these movements is really big IMO. I would classify the 2nd as "early 8" and the 3rd as "advanced 9" if such thing existed.

EDIT: I don't know this website really well but to me it seems complete rubbish. They classify the whole sonata as 11. They say the menuet from the tombeau is more difficult than the fugue 
A bit disorganized, to say the least.
