Should we start a permanent list of banned members?

Should we start a permanent list of banned members?  I got this idea from GFF, not like I actually WANT to be on the list.  Unless nils has already taken care of this underneath my eyes.

I am sure nils has a list of the IP addresses of banned members to stop them from signing up again.  Having the list is, for our purposes, useless and therefore should not exist.
