At first I was going to say half note followed by dotted half note, but now I'm thinking something more like a grave tempo with a "staccato" note first followed by a tenuto note second.  Maybe mark the first note as "tentative" and the second as "resolutely."

Edited:  I think there's a little crescendo at the end of that second note too.  But of course the room acoustics would determine how the listener would hear the note's resonance.  It does suggest a dramatic conclusion to a piece or maybe the opening of an overture.
